Canada will introduce new retaliatory tariffs on selected products imported from the United States, including pulp, paper and paper products, starting September 8, 2026. The measure comes in response to the United States’ decision to impose a 50% tariff on C$27.6 billion worth of Canadian goods.
The Canadian counter-tariffs will be set at 15%, 25% or 50%, depending on the product, in line with the corresponding US tariff rates. Pulp and paper are explicitly included in the list of products covered by the new measures.
The decision adds further uncertainty to the highly integrated North American forest products supply chain, which links Canada and the United States closely. The escalation of trade measures could affect the flow of raw materials and paper products between the two countries and potentially increase costs for producers and downstream users.
The Canadian government has described the new measures as a “dollar-for-dollar” response, designed to offset the impact of US tariffs and protect Canadian industries affected by the measures.
The new counter-tariffs add to growing trade tensions between Canada and the United States, with potential repercussions for supply chains across the North American pulp, paper and forest products sector.
