Stora Enso Inaugurates Europe’s Most Modern Consumer Packaging Board Line in Oulu, Finland

On August 18, Stora Enso inaugurated a new consumer packaging board production line at its Oulu mill, the largest and most modern in Europe. The line is part of a total investment of approximately EUR 1.7 billion from 2019 to 2025, responding to the growing global demand for renewable packaging and contributing to the transition toward a circular bioeconomy.

Production, almost entirely for export, includes folding boxboard, kraftliner, paper bag material, and unbleached pulp, with boards suitable for direct contact with food. The patented FiberLight Tec technology allows the production of lighter yet robust boards, reducing material use and transport emissions.

“The Oulu line strengthens our leadership in renewable materials and reduces environmental impact, contributing to climate change mitigation. Its location near the deep port ensures efficient global logistics,” says Matti Lielahti, Head of Stora Enso Oulu Business Unit.

The mill employs over 900 people and uses pulpwood from private forests, sawmill residues, and bioenergy produced on-site for district heating in Oulu. The line is expected to reach full capacity of 750,000 tonnes by 2027, with annual sales projected around EUR 800 million.
