As the Packaging and Packaging Waste Regulation (PPWR) begins to apply, Holmen has announced that it is ready to support customers in managing the new EU requirements and reviewing their packaging portfolios.
The regulation introduces new obligations across the packaging value chain, with implementation taking place progressively between 2026 and 2035. Holmen’s fibre-based packaging solutions include Invercote, Incada, Inverform and Holmen Elevate.
“Material choice has become increasingly important as the regulatory landscape evolves. Our ambition is to help customers understand how the requirements may affect their packaging and to support them with solutions that are fit for the future,” says Andreas Boo, Head of Sustainability and Regulatory Affairs at Holmen Board and Paper.
According to Holmen, paper-based packaging is well positioned to meet several PPWR objectives, also thanks to the high recycling rate of paper in Europe, which stands at around 83%, according to CEPI data. Paper packaging is also not subject to the specific recycled-content requirements that the PPWR sets for plastic packaging.
The first PPWR provisions began to apply on 12 August 2026, including requirements concerning PFAS in food-contact packaging.
Holmen says it has assessed its food-contact-certified products against the relevant PFAS requirements and can provide compliance documentation upon request for Invercote, Inverform, Incada, Anchor pulp, Holmen Elevate and Holmen SURE.
“The question is not whether PPWR will affect your packaging – but how. The companies that start reviewing their packaging now will be in a much stronger position as requirements become clearer,” adds Boo.
The company also highlights the importance of reviewing packaging materials and solutions ahead of the progressive implementation of the different PPWR requirements.
